Senior Cloud Developer

Job Description:

• Oversee day-to-day operations of the Risk Adjustment and Reinsurance projects
• Follow Program Leadership’s directives
• Understand strategic business needs and recommend solutions to program leadership
• Provide direction and guidance to technical subject matter experts for CMS EDGE, DFTO, RADV, and IDR projects
• Meet contractual performance metrics, including SLAs and KPIs
• Collaborate with stakeholders and team members to analyze requirements and monitor schedules and risks
• Develop work products, operational methods, and training materials with CMS CCIIO leadership and internal program management
• Lead client engagements, including marketing, proposal development, delivery, and execution
• Drive client objectives and goals to completion across internal and external stakeholders
• Manage team workload and report weekly on assignments
• Assess engagement performance, risks, issues, solution impact, service delivery commitments, and client relationships
• Prepare Level of Effort estimates and lead change-request impact analyses
• Integrate program management with technical oversight across cloud and enterprise platforms such as AWS and Salesforce
• Drive incident, problem, and change management effectiveness
• Champion automation, efficiency, modernization, and AI/ML-enabled optimization
• Structure operational workflows and establish governance and continuous improvement using Agile best practices
• Build and maintain high-performance teams

Requirements:

• Bachelor’s Degree and 8+ years of project management and/or supervisory experience
• Experience managing and leading small and large teams, including Senior Developers, Architects, SaaS delivery, and engineering teams
• Experience as a Change Manager for maturing IT systems
• Experience aligning technical work with business requirements
• Experience with Agile processes
• Ability to engage and lead discussions and meetings
• Strong team collaboration and understanding of team dynamics
• Superior written and oral communication skills
• Strong interpersonal and professional interactive skills
• Ability to present information and respond to client and stakeholder questions
• Ability to identify and resolve problems promptly
• Ability to gather and analyze information and develop alternative solutions
• Proven skills in problem resolution, manpower utilization, and employee relations
• Experience managing client interfaces at senior organizational levels
• Ability to communicate complex technical information in clear, executive-friendly terms
• Strong presentation and briefing skills
• Experience with cloud/platform operations such as AWS and Salesforce
• Experience with data governance and cross-functional alignment across Cloud and AI domains
• Ability to obtain Public Trust clearance
• Must have lived in the United States at least three of the last five years
• Work visa sponsorship will not be provided
• US citizenship is not required
